What ꙲ means
It puts a preceding Cyrillic numeral at the thousand-millions level. The base letter carries the value; ꙲ raises it to this order. It follows that letter in text, even when a capable font displays it above the letter.
This old Cyrillic numeral mark belongs to Church Slavonic number writing, where letters served as numerals and extra marks made very large totals compact. Early manuscripts used special marks for 10,000 and higher; other sources also repeated the ordinary thousands sign, so conventions varied.
Which signs form the same series?
҉, ꙰, ꙱, and ꙲ mark successive higher orders. From lower to higher, ҉ marks one million, ꙰ ten million, ꙱ one hundred million, and ꙲ one thousand million.
Later Synodal Church Slavonic did not use these early special signs. Historical editions and teaching materials still reproduce them, so display depends on fonts that can anchor the mark to its preceding Cyrillic numeral.
It signals historical Cyrillic number notation, especially in Church Slavonic manuscript or teaching material.
Alone, ꙲ has no number: it needs the Cyrillic numeral before it.
