What ꣢ means
A Sāmavedic pitch mark, not a number.
Sāmaveda is a Vedic hymn collection. In recitation, ꣢ marks independent svarita—a syllable's pitch falling from high to low. In Sāmagāna, the sung form, it marks dvitīya, the second tone. It follows the marked syllable and appears above it.
This inherited notation belongs to the Kauthuma and Rāṇāyanīya Sāmaveda traditions. A 2007 proposal describes each small digit as a mark attached to one syllable; the Jaiminīya branch uses another system for sung phrases.
Specialist Sāmaveda notation.
Not the ordinary numeral २.

1Why does ꣢ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
