What 𒐹 means
It marks a land-area quantity, not the ordinary digit five.
The scholarly label 5(BURU) points to buru, a unit for measuring land. The broader cuneiform number tradition grew out of Uruk administration in the late fourth millennium BCE; signs recorded goods and quantities. Later measuring systems assigned numerals to particular units.
