What ॶ means
It gives Kashmiri ue its own standalone letter. The vowel is usually transcribed /ɨ/: raise the tongue near the middle of the mouth and keep the lips unrounded. In Devanagari spelling, ॶ stands without a consonant base; ॖ attaches the vowel to a consonant, while ॷ is its long independent partner. The ordinary Devanagari letters उ and ऊ represent different u vowels.
Kashmiri has also been written in Perso-Arabic and Sharada, a historical script. ॶ belongs to the Devanagari spelling tradition for Kashmiri.
Kashmiri Devanagari reforms came in 1995 and 2002, followed by a further revision in 2009. A 2009 Unicode proposal for Kashmiri additions grouped ॶ with its dependent vowel sign and long form.
How do I type ॶ in Kashmiri Devanagari?
Use a Kashmiri-specific Devanagari keyboard layout. The m17n Kashmiri InScript mapping assigns AltGr + G to ॶ and gives ॖ and ॷ separate entries.
