What ॴ means
In Kashmiri, it writes the long schwa /əː/.
This is an unstressed central “uh,” like the vowel in English “about,” held longer. At a syllable start, ॴ stands alone as a vowel letter; after a consonant, the related sign ऻ attaches. Unicode recommends ॴ itself rather than the visually equivalent sequence अ + ऻ.
On Debian’s m17n ks-inscript input method, AltGr+A enters ॴ.
Why did Kashmiri spell this vowel with ॴ?
It gives Devanagari a distinct way to spell the long vowel.
An 1889 Kashmiri grammar includes examples of the vowel system, cited in a 2009 Unicode proposal. The 2009 spelling revision paired ॳ for short /ə/ with ॴ for long /əː/, plus matching signs after consonants.
Older Kashmiri spelling could use ऑ for /əː/. A modified 2009 convention adopted by some organizations instead assigned ऑ to /ɔː/, an “aw”-like sound. Follow the spelling convention used in the text.
Kashmiri has several writing systems; ॴ belongs to its Devanagari spelling. It also appears in Bhojpuri, Magadhi, and Maithili writing.
Do not choose between ॴ and ऑ by shape alone; Kashmiri spelling has used ऑ for both this vowel and another.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
