What ौ means
It adds the au vowel to a consonant. A mātrā (matra) is a vowel sign attached to a consonant; this one is also called aukar. Adding ौ to क forms कौ and changes the consonant's inherent vowel. If a syllable begins with au, use the independent vowel औ.
Devanagari grew from Brāhmī, an older South Asian script. Ashoka's stone edicts—the earliest decipherable Indian inscriptions—date to the 3rd century BCE. An early Brāhmī vowel inventory lists other signs but not au. Devanagari letterforms developed through Gupta and Siddhamātrikā/Kuṭila styles; Nāgarī appears from the 10th century onward. Historical pṛṣṭhamātrā spelling used component signs for the au vowel; standard Devanagari uses ौ. Gujarati, Bengali (Bangla), and other Brāhmī-derived scripts have related au signs in their own distinct forms.
Does ौ sound the same in every language?
No; the language shapes its pronunciation.
In Sanskrit, the vowel glides from an a-like sound toward u. Hindi pronunciation is usually described as a long, open o; some Hindi dialects keep the two-part glide. The sign marks the vowel, while the language determines how it is spoken.
Why does ौ look broken by itself?
Because the mark needs a consonant base.
Enter the consonant first and ौ second. A Devanagari-aware font and text engine combine them into a syllable; without a base, the sign can look detached. That is a shaping effect.
It belongs in Devanagari spelling; on its own, it has no syllable to modify.
A bare ौ has no consonant base; use औ to start an au syllable.

1Why does ौ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
