What 🄊 means
Read 🄊 as 9,: digit nine followed by a comma.
ARIB (the Association of Radio Industries and Businesses) STD-B24 is Japan’s digital-TV data-broadcasting standard. A 2007 proposal lists this digit-comma series in its TV-text character set. It says unencoded symbols were held in font-specific private-use slots, which could mean different characters in different fonts; the proposal sought shared codes. Unicode preserves this member for compatibility.
Why can 🄊 become 9,?
Compatibility normalization can unfold it into two ordinary characters.
Compatibility normalization (NFKC, a text-cleanup form) maps it to two characters: 9,. Text matching or character counts can change after that conversion.
Technical and archival: it preserves a specific Japanese TV text character.
