What 𑠅 means
It is the independent letter for Dogra’s long “oo” vowel. A dependent vowel sign joins a consonant; Dogra also allows an independent vowel letter in some of the same spellings. The matching Dogra Vowel Sign Uu is 𑠰.
Dogra was used to write Dogri in Jammu and Kashmir in the 17th century. It belongs to the Brahmi family of South Asian scripts and is closely related to Takri. New Dogra was influenced by Devanagari, used for Hindi and other languages, and Gurmukhi, used for Punjabi. In the 1860s, the administration of ruler Maharaja Ranbir Singh standardized it for official documents and print. New Dogra fixed vowel values that overlapped in Old Dogra and introduced 𑠅 for long uu. As of 2026, Dogri writing uses Devanagari generally.

1Why does 𑠅 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
