What 𑠄 means
It is an independent vowel whose value depends on the spelling period.
New Dogra assigns 𑠄 the u vowel. The Old Dogra U reading is less settled: Unicode 17.0 describes it for o or au, while a 2015 encoding proposal also records older uses for u, long u, o, and au, a two-part vowel sound. Check the document's spelling tradition before reading a word.
Dogra script history reaches the 17th century, when it was used to write Dogri in Jammu and Kashmir for informal communication and trade. Dogra is closely related to Takri; Takri descended from Sharada through Devāśeṣa, a 14th century form used for religious and official writing. New Dogra became official in the 1860s under Maharaja Ranbir Singh, Jammu and Kashmir's ruler. Its redesign toward Devanagari and Gurmukhi may have lent it authority, though the reason is uncertain. The first book printed in standard Dogra was a Dogri translation of Līlavatī, a Sanskrit mathematics treatise by Bhāskarācārya, in 1872. New Dogra also appeared on currency, stamps, postcards, and in literature.
Why can 𑠄 look different across documents?
Old and New Dogra use different vowel shapes and spellings.
Fonts can preserve the different Old Dogra and New Dogra letterforms. A visual difference alone does not prove that a document contains another character.
Dogra uses independent vowel letters that can stand alone and dependent vowel signs attached to consonants. Some syllables can be written either way, so their spelling may use different character sequences.
If 𑠄 appears as an empty box, the app may lack a Dogra-capable font or Indic shaping support. The character can still be present in the text.
Unicode 17.0 describes Dogra as no longer actively used; Dogri is usually written in Devanagari.
A lone 𑠄 is not enough to infer a reaction; read it first as a Dogra character sample.

2Can I read Dogra U in an Old Dogra text?
Not from its name alone. Unicode 17.0 describes 𑠄 for o or au in Old Dogra, while a 2015 encoding proposal also records older u and long-u values.
Why is Dogra U a box on my screen?
The app may lack a Dogra-capable font or Indic shaping. Keyboard entry and display support are separate; the text can contain the letter even when it is not drawn.
