What ድ means
It is a syllable sign in Ethiopic writing. Inside words, it marks a member of the d-series; the language determines its exact reading.
The tradition grew from South Arabian writing, an alphabet that recorded consonants. In what are now Ethiopia and Eritrea, related inscriptions date to the 8th/7th centuries BCE; recognizable Ethiopian writing appears in the 1st–3rd centuries CE. By the 4th century CE, vowel marks had made the script an abugida, where consonant signs change to show vowels. The exact transition is uncertain. First used for Ge’ez, the script continued in liturgy and was later adapted to modern Ethiopian and Eritrean languages, including Amharic, Tigrinya and Tigre.

1Why does ድ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
