What ጞ means
It writes the GGO syllable inside an Ethiopic-script word. The Ethiopic fidel has signs for consonant-vowel syllables; ጞ is the O-form in the GGA–GGO series. ICANN’s 2024 reference lists ጞ for Awngi; ጎ is the base GO form for the listed Ethiopic languages except the Hamt’agna language.
The Ethiopic script developed from consonant writing in ancient South Arabia; examples of that ancestor are attested in the Horn of Africa by the 8th/7th centuries BCE. The earliest clear Ethiopic inscriptions appear in the 2nd/3rd centuries CE. Around the 4th century, vowel marks turned it into an abugida: a system where a sign marks a consonant together with its vowel. The script first served Ge’ez writing, then came to be used for Amharic, Tigrinya, Tigre, and other languages.

1Why does ጞ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
