What 𞟴 means
It is b plus a w-glide, then e. The modern Gurage Fider is a syllabary used for Gurage languages in Ethiopia.
Is ᎆ the same as 𞟴?
Different characters, same syllable in older and modern Gurage spelling. In 1962, Gurage writer Sahle Selassie Berhane Mariam and linguist Wolf Leslau developed an expanded spelling for Chaha, a Gurage language, to mark sounds the existing script did not distinguish; it appeared in print in 1966. In 2013, the Gurage Zone revised the system, giving labialized letters a shared w-marker. The old-to-modern table pairs ᎆ with 𞟴.

Questions people ask
1Why does 𞟴 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
