What ፘ means

A soft r glides toward y, then an open e. Ethiopic spelling uses ፘ for one Amharic syllable, conventionally romanized rya.

Ethiopic developed from South Arabian forms, though the exact route is disputed. Proto-Ge'ez inscriptions—early Ethiopic writing—at Yeha and Matara date to the fourth–fifth centuries BCE; a distinct script appears in the second/third centuries CE. Made for Ge'ez, it gained vowel forms by the fourth century; one scholarly account links that change to faster sacred-text production.

The script later served Amharic, Tigrinya, Tigre and other languages. A 2016 font guide documents standard and alternate outlines for ፘ.

Why does ፘ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
