What ጸ means
It contributes a consonant-and-vowel syllable inside a word. The language and spelling determine how the whole word reads; this sign alone cannot settle that.
The earliest writing attested in Ethiopia and Eritrea is in pseudo-Sabaean inscriptions—texts written in a form modeled on South Arabian consonant scripts—from the 8th/7th centuries BC. An Ethiopian consonant script wrote Ge’ez in the 1st–3rd centuries AD; by the 4th century AD, the script had become an abugida, where each consonant sign carries a vowel and changes form to show another vowel.
The Ethiopic writing system developed to write Ge’ez, then was adapted for Amharic, Tigre, Oromo, and other central East African languages; Ge’ez also remained in liturgical use. Unicode 18.0.0 links ጸ to 𐩮, the Old South Arabian letter Sadhe, and ፀ to 𐩳, the letter Dhadhe.
Is ጸ the same as ፀ?
In Amharic they can share a reading; in Ge’ez, the distinction matters. Amharic may use ጸ and ፀ as spelling alternatives with the same syllable reading. Ge’ez contrasts the forms, so the spelling choice can matter.
If you are checking a word, identify its language before treating one form as an error. Keep the spelling used in the word until you know which orthography it follows.
Neutral orthography: ጸ carries information about written language, not an emotive tone.
Check the language before treating ጸ and ፀ as interchangeable.

1Questions people ask
1Why does ጸ look different in another font?
It can. Unicode distinguishes the character from the glyph a font draws, so the same ጸ can have different outlines without becoming a different character.
