What ۳ means
Each is a distinct written form for three.
These are regional shapes of the Hindu-Arabic decimal system, whose place-value method developed in India. By 662 CE, Syriac scholar Severus Sebokht described Indian calculation; al-Khwarizmi's work on Indian numerals is usually dated around 825 CE. Persian siāq, a bureaucratic shorthand for quantities, was separate.
This is the Persian-style form; matching a passage's digit set keeps the notation consistent.
In Persian text, use ۳ consistently; Arabic-style text uses ٣.

1Questions people ask
1Why does ۳ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
