It was designed for the Ad Council's I Am A Witness campaign, which launched in 2015 and grew from The Bully Project Mural, a 2014 art-and-stories project about bullying. Bystanders post it to call out bullying and show the person targeted they are not alone.
Designers Angie Elko and Patrick Knowlton started from the phrase “I am a witness”: the eye puns on “I” and stands for watching. An eye alone felt passive, so they put it in a speech bubble to make speaking up part of the sign.
What does it mean when someone sends it to you?
Take it literally: they saw something and are saying so. In a thread about bullying, the sender is on the targeted person's side. When it first appeared in iOS in 2015, before the campaign reveal, people guessed privacy, surveillance or even the Illuminati; those were guesses, not its meaning. As of 2026 it has no established slang reading, so if the context is unrelated, ask the sender.
Why does it show up as an eye and a separate bubble?
The app failed to join the two parts. This emoji is an eye and a left speech bubble linked by a zero-width joiner, an invisible character telling software to draw one picture. Software that ignores it draws both pieces; a 2020 bug report for Twemoji, Twitter's emoji image set, described exactly that. Add a few words if the meaning matters.

- The characters behind 👁️🗨️ existed in Unicode 1 years before anyone was allowed to draw them in colour: Unicode 7.0 in 2014, emoji presentation in 2015.
