What ᅥ means
It is a halfwidth form of the Korean vowel ㅓ.
Hangul letters usually join into syllable blocks, but ᅥ does not join its neighbors. It corresponds to ㅓ, the familiar standalone vowel form, and to ᅥ, the form used when a vowel joins other Hangul letters in a syllable. A 2017 Unicode proposal traces the halfwidth jamo set to Korean 7-bit jamo material in the KS C 5601 and KS X 1001 character-set standards, and to a near-identical Xerox set associated with KS C 5601-1982. The set served legacy mixed-width conversion; in Unicode, it remains for compatibility.
Technical and archival; it belongs to character-set conversion.
For ordinary Korean spelling, use the standard vowel ㅓ.

It can be a font issue. A 2017 proposal reported poor font coverage for halfwidth jamo; a missing glyph does not make this a different vowel.
