What 쁠 means
Enter ㅃ, then ㅡ, then ㄹ in a Korean IME. On the standard two-set Korean keyboard, those keys are Shift+Q, M, F; the IME combines them into the syllable as you type.
Hangul can be stored as one precomposed syllable or as separate jamo. The forms can look alike while some software searches them differently; Unicode normalization makes equivalent forms behave consistently.
What does 쁠 mean by itself?
It has no fixed standalone meaning. Read it inside a complete Korean word or name; alone, it cannot determine its meaning.
Hangul was created in 1443, and its explanatory book was completed in 1446. It gave people who could not read Classical Chinese a way to read and write Korean, and it could also represent foreign speech. 쁠 is one regular block in that system, not a separately invented sign.
The historical links are word-level: a Middle Korean form transcribed as psól is listed as an ancestor of modern 쌀. Later records describe older and regional uses of 쁠 in words for rice and bread.
Why does 쁠 look different?
A changed outline can still be the same syllable. Hangul supports a precomposed block and a decomposed sequence of jamo. Fonts draw the block differently, and software may handle the equivalent forms differently.
Neutral inside Korean text; alone, it may leave the reader without enough of the word to identify it.
Do not read a lone 쁠 as rice or bread without its word.

1Can two encodings of 쁠 look identical?
Yes. Hangul can store the same syllable precomposed or as jamo; an app may handle the forms differently until it applies Unicode normalization.
