What 창 means
The whole word or context decides.
By itself, 창 can mean a window, a spear, or a shoe sole. Longer words make the reading clearer: 창문 means window, while 창구 means a service counter.
Hangul gives 창 its shape, not its meaning.
Hangul, the Korean alphabet, was created by King Sejong in 1443; the book Hunminjeongeum, published in 1446, explained its purpose and design. Before Hangul, Idu, Hyangchal, and Gugyeol adapted Chinese characters to write Korean sounds and grammar. Hangul was designed to be easy to learn and later appeared in everyday, religious, and practical writing.
Each modern Hangul syllable is a square block assembled from smaller consonant and vowel letters called jamo. In 창, ㅊ begins the syllable, ㅏ is the vowel, and ㅇ ends it.
Neutral as Korean writing; the full word and sentence set the tone.
Alone, 창 does not tell you whether the meaning is window, spear, or shoe sole.

1Why does 창 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
