What 츲 means
Hangul syllables join component letters, called jamo, into written syllables. 츲 combines an initial consonant, a vowel, and a final consonant cluster, so the surrounding word supplies its meaning.
Hangul was devised to represent Korean speech more directly than Chinese-character writing. The script is documented in 1443; Hunminjeongeum, a book explaining its letters, dates to 1446. 츲 can be stored as one precomposed block or an equivalent jamo sequence; Unicode normalization can change the stored sequence without changing the syllable.
Neutral inside Korean text; alone, it reads as an unexplained fragment.

Questions people ask
1Why does 츲 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
