What 츻 means
It is one written syllable; words give it meaning in context. The block joins initial ㅊ, vowel ㅡ and final ㅎ. “Ceuh” is Unicode’s romanized label for those parts, not a Korean definition or translation. Sent alone, 츻 gives little clue to why someone sent it.
Why does Hangul put letters in blocks?
Hangul groups alphabetic letters into syllable blocks. Its creation is recorded in 1443; a guide published in 1446, Hunminjeongeum Haerye, explains how initial, middle and final letters join to form syllables. King Sejong’s court designed Hangul as a learnable way to write Korean speech when classical Chinese writing dominated official life. Modern Korean spelling was organized around a 1933 draft and revised in 1988.
Is 츻 the same as 츻?
Yes; it is the standard decomposed form of 츻. Unicode can represent the block as the three-letter sequence 츻. A Hangul-aware font shapes those letters together, placing final ㅎ at the bottom. The similar-looking sequence ㅊㅡㅎ uses spacing compatibility letters; they do not join in the same way.

2츻 The standard decomposed sequence for 츻; a Hangul-aware font shapes its three letters into one syllable block.
ㅊㅡㅎ Separate spacing compatibility letters; unlike the conjoining sequence, they do not compose into the same block as written.
