What 츘 means
It is a valid Hangul syllable block.
Hangul groups basic consonant and vowel letters, called jamo, into blocks. Here, ㅊ is the initial consonant, ㅠ the vowel, and ㅆ the final consonant.
Published in 1446, Hunminjeongeum introduced Hangul to make Korean easier to write and learn. Its square-block layout drew on Chinese-character writing; 츘 is Hangul, not hanja (Chinese characters used in Korean). Unicode encoded it in 1996, long after Hangul’s introduction.
