What 뚻 means
뚻 is a Hangul text block, not pictorial artwork. It groups ㄸ (the starting consonant), ㅝ (the vowel), and ㄳ (the final consonant cluster) into one syllable cell.
By 1894, Hangul had gained official status alongside Idu, Gugyeol, and Hyangchal, older systems that used Chinese characters to write Korean. That history belongs to Hangul as a writing system, not to a separate meaning for this block.

Questions people ask
1Why does 뚻 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
