What 회 means
The surrounding Korean word decides. In 생선회, 회 means sliced raw fish; in 첫 회, it marks a first episode or counted occasion; in 동호회, it means an association or club for people with a shared interest. If a message contains only 회, ask for the complete Korean phrase before translating it.
Why does 회 have several meanings?
The same Hangul spelling represents words with different roots. Hangul was created in 1443 and publicly promulgated in 1446 to make Korean writing easier to learn. Each syllable block combines Korean consonant and vowel letters; 회 is built from ㅎ and ㅚ. Some Korean words also have Hanja spellings: Hanja are Chinese characters used in Korean writing. The Hanja 回 underlies words for turns and counted installments, while 會 appears in words for meetings and associations.
Korean food references use 膾 for raw meat and record 鱠 for raw fish. One Korean food-history account places the raw-fish dish tradition in the late Goryeo dynasty; later cookbooks describe raw and lightly blanched preparations.
In a Korean phrase, neighboring syllables determine which word 회 belongs to.
A bare 회 does not necessarily mean raw fish.

Questions people ask
1Why does 회 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
