What 펦 means
Its meaning comes from the whole word around it.
Hangul was devised to write Korean speech. The Sejong Annals, a Korean royal chronicle, record King Sejong’s creation of Hangul in 1443. The 1446 book Hunminjeongeum explains why the script was made and how its letters and syllables work.
Why does the Unicode name say “Pelp”?
Unicode builds its label from short names for the block’s component letters.
Hangul’s component letters are called jamo. 펦 decomposes into ᄑ (initial consonant), ᅦ (vowel), and ᆵ (final consonant cluster ㄹㅍ).
The jamo labels are P, E, and LP. Together they make “Pelp”; these are Unicode labels, not a guide to Korean pronunciation.

1Why does 펦 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
