What 폘 means
It has no standard Korean word meaning on its own.
폘 is one Hangul syllable made from three letters, called jamo: initial consonant ㅍ, vowel ㅖ, and final consonant ㄹ. Its word meaning comes from the Korean word that contains it. Unicode's label “pyel” describes the letter sequence; it is not a translation.
Before Hangul, Korean writers used Chinese-character methods such as Idu, which adapted those characters to write Korean but could not represent Korean speech as directly. Hangul was designed to make writing Korean easier. Its creation is recorded in 1443, and its explanatory guide, Hunminjeongeum Haerye, was published in 1446. Hangul blocks gather an initial consonant and vowel, sometimes with a final consonant. Over time, Hangul became the native alphabet used to write Korean.
How do I type 폘 on a Korean keyboard?
On a Korean 2-beolsik keyboard, use v, Shiftp, then f.
Korean input software combines these keystrokes into one block: v enters ㅍ, Shift+p enters ㅖ, and f enters ㄹ. With Korean input off, those keys type Latin letters.
The same syllable can also be stored as the three-jamo sequence 폘 instead of the single precomposed block 폘. Unicode normalization can convert between these equivalent forms.
Neutral inside a Korean word; alone, it gives little context for the sender's intent.

1Why does 폘 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
