What 란 means
The phrase, not 란 alone, supplies its meaning.
독자란 labels a reader column. In 미인이란 말, the ending frames “beautiful woman” as a description; in 행복하란 말, it reports an instruction to be happy.
Hangul was devised so Korean could be written directly. Its first record dates to 1443; it was formally presented in 1446. Earlier systems such as Idu, Hyangchal, and Gugyeol adapted Chinese characters to write Korean.
Unicode can also represent 란 as three Hangul component letters, called jamo: ᄅ + ᅡ + ᆫ. They are its initial consonant, vowel, and final consonant; Unicode normalization can recompose them as 란.
Why do I see 란 instead of 난?
For “column,” the preceding word decides between 란 and 난.
欄 is the Chinese character behind this sense. After a Sino-Korean noun—a Korean word of Chinese origin—write 란 (독자란); after a native word or loanword, write 난 (어린이난, 가십난).

1Should I write a space in 1번 난?
Yes. 1번 is a separate phrase, so it takes a space before 난.
