What 싡 means
It gives a word its Korean spelling. Its jamo—the Hangul letters that build a syllable—are leading ᄉ, vowel ᅵ and trailing ᆬ (the consonant cluster ㄵ).
Korean writers had used Chinese characters, which did not fit Korean closely. King Sejong created Hangul, first called Hunminjeongeum, in 1443 as an easier writing system. The 1446 book of that name explained its design; Hangul became the official national writing system in 1894.

1Why does 싡 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
