What ֻ means
It marks a vowel that ordinary Hebrew writing often leaves unwritten.
The Aleppo Codex, an early Hebrew Bible manuscript, uses this system. The Codex Leningradensis, copied in the 11th century, preserves its standard form.
Palestinian and Babylonian traditions used different vowel-pointing systems, whose marks later interacted with Tiberian notation. Scholars still debate whether some older vowel distinctions marked length, sound quality, or both.
A technical vowel point in pointed Hebrew; ordinary Hebrew usually omits such marks, retaining them for liturgical or other special uses.
Alone, ֻ may float and gives no readable word; its Hebrew base letter anchors the vowel.

2וּ Shuruk marks the same “oo” vowel, but its dot sits inside ו, the Hebrew letter vav; qubuts sits below its consonant.
Questions people ask
1Why does ֻ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
