What ו means
It can mark a sound or attach to mean “and.” Vav, also spelled waw or vau, is a letter rather than a symbol with one translation. The prefix וְ joins words as “and.” In Biblical Hebrew, vav also appears in verb constructions that link events in a narrative.
When is vav a vowel?
It can mark o or u instead of consonantal v. Hebrew vowel marks, called niqqud, help distinguish these readings: וֹ marks o, and וּ marks u. Without vowel marks, a single ו inside a word may serve either vowel; read the whole word rather than deciding from position alone.
The letter evolved along with Hebrew writing
Vav belongs to the West Semitic alphabet tradition, whose early inscriptions recorded names, ownership and dedications. Its familiar form comes through the Aramaic script adopted by Jewish scribes under Persian rule. The Dead Sea Scrolls, ancient Jewish manuscripts, show square Hebrew letterforms by 70 CE. This is a history of changing handwriting and scripts, not the invention of a standalone emblem.
A lone ו is a letter or fragment; ask for the surrounding word before translating it.
Do not read every ו as v: it may mark o or u.

3Questions people ask
2Is vav pronounced v or w?
Both, depending on the tradition. Modern Israeli Hebrew uses v for the consonant; the earlier Biblical Hebrew sound is conventionally reconstructed as w. A Biblical quotation does not automatically require w.
Why does Hebrew use double vav?
To signal a consonant. In modern Hebrew spelling without vowel marks, וו inside a word can represent one v sound rather than the vowels o or u.
