What ׃ means
It marks the end of a Hebrew Bible verse.
The verse divisions are older than the written mark. In the Talmudic period, sources already discuss them; the Talmud is a major collection of Jewish teaching and debate. The Tiberian Masoretes, scholars who recorded Hebrew Bible reading traditions, developed the written notation in the early Islamic period through the 10th century.
In cantillation—the marks that guide traditional Hebrew Bible reading—silluq accents the last word before ׃.
