What ㆟ means
It marks a return point in Japanese kanbun reading. Kanbun annotates Classical Chinese for Japanese word order. This mark helps when simpler return marks cannot show the needed sequence.
A Japanese return-mark example dates to 788; that does not date this glyph. Korean gugyeol, another way to annotate Classical Chinese for Korean reading, is a functional parallel. A 1912 Japanese education report helped consolidate kanbun teaching.
Unicode maps ㆟ as a compatibility form of 人; normalization can hide its annotation role.
Scholastic, used in annotated texts rather than conversation.

1Why does ㆟ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
