What means
It rotates one following ideographic component by a half-turn.
An ideographic description sequence (IDS) is a recipe showing how a character's parts fit. In IDS, the unary operator takes one following part: 予 describes 𠄔 by turning 予 180 degrees. Earlier operators entered Unicode through China's GB 13000.1 and GBK character standards in 1993; a proposal in 2022 put forward for rare IDS forms and database edge cases.
Technical notation for character structure.
An app may show the sequence literally instead of drawing the described form.

1Questions people ask
1Why does show as a box on some devices?
It is recent: Unicode added it in version 15.1 (2023), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
