What ⼅ means
It groups Han characters by a shared hook component.
The Shuowen, an early Chinese dictionary, included the corresponding form 亅 around 100 CE. In 1615, the Zihui dictionary reduced Shuowen's 540 categories to 214 radicals; the Kangxi Dictionary adopted that scheme in 1716. Chinese, Japanese, and Korean reference works use related radical-and-stroke lookup, though indexes for simplified characters can differ.

1Why does ⼅ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
