What ೭ means
It means seven. In Kannada, ೭ has the same value as 7; ೭೦ means seventy.
The Guḍnāpur pillar (around 465–500 CE) records a temple to the deity Kāma at the Kadamba royal residence and land grants for its upkeep. A 2017 report quotes historian Rangaraju calling it the earliest inscription with all nine Kannada numerals.
Kannada numerals belong to South Asia’s tradition linked to Brahmi, an ancient script. Nandinagari uses Kannada digit shapes; Unicode recommends them for Tulu-Tigalari. Telugu, a related script, has its own seven: ౭.

1Why does ೭ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
