What 𘰊 means
It is transcribed as the sound tu.
Here, tu is a scholarly transcription of sound, not an English gloss. Phonograms (sound signs) joined in clusters to spell Khitan words, so a translation needs neighboring signs.
The script's forms drew on Chinese characters; Uyghur script, used by a Turkic-speaking people, influenced its sound system. The script appeared in tomb inscriptions, on monuments, and in diplomacy, records and literature. The Jurchen, another North Asian people, later adapted Khitan writing for their own scripts; a Jin decree ended its official use in 1191.

Questions people ask
1Why does 𘰊 show as a box on some devices?
It is recent: Unicode added it in version 13.0 (2020), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
