What 𘰔 means
Its reading is reconstructed, not fully settled. A comparison table indexes it as 221. Wu and Janhunen give ñˣ as a reconstructed sound; Kane's column leaves the value blank. The raised x is part of the scholars' notation.
How does it work inside Khitan writing?
Khitan sound signs usually cluster to spell a word.
Liao histories date the script to around 925 and credit Diela, the founder's younger brother. The traditional account links its design to Uyghur writing; it offered a sound-based partner to Khitan Large Script.
A phonogram is a sign for a sound. These signs usually form word blocks, read left to right then top to bottom inside vertical columns arranged right to left. Some whole-word signs stand alone.
Most surviving texts are stone epitaphs; BabelStone records the earliest dated example in 1053. Khitan writing continued under the Jin after Liao fell, and Jurchen writing later drew on Khitan models. Vertical, block, and linear layouts can hide word grouping.

Questions people ask
1Why does 𘰔 show as a box on some devices?
It is recent: Unicode added it in version 13.0 (2020), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
