What 𘰚 means
Whole-word signs could stand alone; sound signs usually clustered to form words. A cluster is a group of signs that together represents a word.
Khitan Small Script was created around 925 by Khitan prince Yelü Diela to write Khitan, a language spoken in northern China. Its inscriptions survive on tombs and monuments. The Liao dynasty and later the Jin dynasty used the script; Jin authorities banned its use in 1191.
By 2026, scholars had deciphered only part of the script. Jurchen scripts, created during the Jin dynasty, adapted models from Khitan writing and Chinese characters.

1Why does 𘰚 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
