What ⁅ means
It marks specialist dictionary or editorial notation.
Swedish bilingual dictionaries call ⁅ and ⁆ “spike parentheses” (piggparenteser); they enclose phrase material that completes a headword.
Editors of Old Norse, a medieval Scandinavian language, use ⸠ and ⸡ to mark a copyist’s actions: one order marks an accidental repeat, the reverse an erasure.
It reads as specialist notation rather than ordinary punctuation.
