What ▍ means
A partial fill for character-cell graphics. A character cell is a fixed-width text slot; ▍ fills three eighths of it from the left.
Place it beside other fills to make stepped bars; uneven cell widths can leave gaps.
Where did ▍ come from?
It belongs to legacy terminal graphics. Block elements filled text cells to draw simple pictures on screens without pixel graphics; Unicode keeps the group for compatibility with older character sets.
The family draws on Chinese GB 2312 and Korean KS X 1001 character standards, plus industry and terminal sets. This block appears in character sets for Mattel Aquarius, Ohio Scientific, and Sharp X1 computers.
Technical or decorative in ordinary text.
