What ᱎ means
It’s a curled-back t with a puff of air. “Retroflex” names the tongue position; “aspirated” means a short burst of air follows the sound.
Róng names both the Lepcha language and script. The Tibetan-based script is thought to have been devised around 1720 by Sikkim king Chakdor Namgyal. Its letters turned vertical columns a quarter-turn into left-to-right lines.
Róng writing serves Lepcha literature and prayers. Older spelling used sequences with the nukta mark ᰷ for retroflex sounds; ᱎ is one of three dedicated letters. A Lepcha manuscript dates to around 1800; Lepcha became official in Sikkim in 1977. A missing glyph may mean the font lacks Lepcha support.

Questions people ask
1Why does ᱎ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
