Less-than or equal to

≤ means “less than or equal to,” or “at most.” It sets a maximum that still counts: the left value can be smaller than the right value or equal to it.

What ≤ means

The bar includes equality. x ≤ 10 means x is no more than 10; 10 itself is allowed.

The notation developed from strict inequality signs, which exclude equality. John Wallis used a related form with a bar above in 1670; Pierre Bouguer used bars beneath the signs in 1734.
