What ᤶ means
It marks a syllable-final m. Full consonant letters carry a default vowel; this small form leaves the vowel off after m.
The Limbu script is also called Sirijanga, after a culture hero traditionally credited with inventing it. The record distinguishes an alphabet book from text samples: a Sirijanga alphabet book is dated c.1730 or earlier, while the oldest known Limbu writing samples were collected in the 1850s. The present form developed in Kalimpong from 1925. The script served ritual texts, then spread through schools and literature in Sikkim. After the 1990s, religious publishing and its role as an ethnic marker gained force in Nepal.

1Why does ᤶ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
