What ꓚ means

Lisu ca is a consonant in the Fraser, or Old Lisu, alphabet.

Ba Thaw, a Christian preacher from the Karen people, shaped the script between 1908 and 1914 by adapting Latin capital forms to write Lisu. James O. Fraser and Lisu pastors later revised it. Its first practical use was writing catechisms, books that teach Christian beliefs, hymns and Bible translations for Christian communities.

The script also came to serve Lisu education, publishing and media, alongside religious writing. China developed pinyin-based alternatives too; pinyin is a system that writes sounds with Latin letters. So ꓚ belongs to one written tradition of Lisu, not every way of spelling the language.

How do Lisu tone letters work?

ꓚ supplies a consonant; the syllable spelling supplies its vowel and tone.

If no vowel letter follows, the spelling supplies an “a” vowel after the consonant. Tone letters follow the syllable and mark its pitch; although some resemble Western punctuation, they are part of the spelling. On its own, ꓚ marks a syllable’s start, not a complete translatable word. The name “ca” identifies the letter; it does not explain its sound.

Why does Lisu ca look like C?

Latin-like shapes reflect design influence, not shared identity.

Ba Thaw adapted Latin capital forms when shaping the alphabet, but Old Lisu has no uppercase/lowercase pairs and follows its own spelling rules. ꓚ may resemble Latin C, yet they are separate characters; C cannot stand in for this Lisu letter.

In Lisu writing, this is an ordinary consonant of the Fraser or Old Lisu tradition.
