What 𝚴 means
Read it from the formula's definitions.
𝚴 is a bold version of the Greek letter nu. Bold mathematical type can separate one variable class from another; physicists and engineers often use it for vectors. The uppercase letter itself has no fixed value, so the author's symbol key or surrounding text does the decoding.
Math typesetting systems such as TeX already offered bold Greek for formulas. Unicode later encoded a fuller alphabet of styled mathematical letters, extending older, scattered special math letters. The 2001 date marks this digital encoding, not the age of Greek nu or bold math typography.

Yes. Compatibility normalization such as NFKC, a text-standardizing operation, folds mathematical bold letters back to ordinary Greek letters; avoid it when the distinction matters.
