What 𝑅 means
It is an italic mathematical R, usually a variable or quantity. The equation or nearby text defines what it represents; the letter alone has no fixed value. In SI notation, italic R can stand for the molar gas constant.
The special mathematical italics used for variables, subtly different from ordinary text italics, seem to have appeared in European mathematical printing in the late sixteenth century. The style marks a letter as part of the formula, rather than as ordinary prose.
Why encode its style as a character?
It lets plain text preserve a math-style distinction.
A typeset equation can turn ordinary R into math italics, so the source character remains plain R even when it looks like 𝑅. This separate character carries the style in text. Unicode compatibility normalization (NFKC or NFKD, text-cleanup forms that fold stylistic distinctions) can convert it back to plain R.

1Why does 𝑅 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
