What 𝚌 means
It is a monospace c; the formula determines what it stands for.
A variable is a letter that stands for a quantity or object. In math, changing a letter’s style can distinguish one variable from another, so ordinary c and 𝚌 may refer to different things in the same formula. The character has no universal value.
Outside formulas, 𝚌 gives a c a typewriter look: a visual style rather than a shared mathematical meaning.
Why was 𝚌 encoded separately?
To preserve distinct math-letter styles in plain text.
Scientific and technical publishers wanted shared fonts and symbols for reliable mathematical publishing. The STIX (Scientific and Technical Information Exchange) project began in 1995; its mathematical-alphabet proposal was accepted in 1999, and those characters entered Unicode in 2001. They let plain text preserve the distinct styled letters found in mathematical notation.
It sits beyond Unicode’s basic multilingual plane, the standard’s first range of code points. If a font or app lacks support for the larger range, the glyph may appear as a box or through a substitute font.
In formulas it is mathematical notation; in plain text it reads as typewriter styling.
In ordinary words, this special c can disrupt search and accessibility tools.

1Why does 𝚌 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.

A visible symbol can contain several code points. JS .length counts UTF-16 units; UTF-8 counts bytes.
