What 𝙲 means
In mathematics, letter style can distinguish one symbol from another.
A 1999 proposal for scientific publishing included a monospace alphabet alongside bold, italic, script, and other mathematical styles. These forms were already in use; encoding them as distinct characters helped keep their meaning in plain text and made simple text searches able to distinguish them.
This alphabet expanded an older collection of special mathematical letters called Letterlike Symbols. The double-struck C ℂ was already part of that collection, so the newer alphabet did not encode it a second time. For ordinary prose, font formatting is better when you only want a monospace look.

1Why does 𝙲 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
