What 𝄭 means
It is an arrowed flat used to lower pitch in microtonal notation.
𝄭 is a flat-down accidental. In one documented convention, it is a three-quarter-tone flat: it lowers the note by three quarters of a whole tone, or one semitone plus a quarter tone (half a semitone).
Arrowed accidentals can have different meanings across scores, so read the score's accidental legend before assigning an exact pitch. The 1998 proposal groups this sign with Western notation symbols gathered from manuals and scores spanning the 16th through 20th centuries; the proposal aimed to make score exchange compact and portable.

Questions people ask
1Why does 𝄭 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
