What ၜ means
It marks a Mon bilabial implosive. In plain terms, it is a b-like consonant made with both lips and inward airflow. This Mon-specific letter records sound inside Mon words.
Mon writing appears in Dvaravati, in present-day central Thailand, by the 6th century; one older account calls an 8th-century carved text at Lopburi the oldest Mon inscription found. Mon writing connects to Pallava-Grantha script from southern India; a related Mon script was later adapted for Burmese.

Questions people ask
1Why does ၜ render wrong?
A font and encoding mismatch can distort it. Unicode text needs a compatible font; Zawgyi, a legacy Myanmar encoding, needs its matching font. Both reuse the same code range, so code points alone cannot identify the text’s encoding.
